Watkrloo, Hls. April 16- The Hon. William R. Morrison was isked by an Associated Press reporter to givo hls views on the silver question. He said: "The iinportanct. of this subject is second only to the tariff. lts unsatisfaotory and unsettled condition Is believed to have aggravated the linancial and business difliculties through which we have been compelled to pass. The sentiment in favor oí a largor use of silver and on terms interchangeable with gold seema to be growing, both here and abroad. Apparently nobudy in Europe is couiageous or reckless euough to attempt the doublé Standard without Englanu's consent. Can we safely do this with England and all Europe opposinig "It is not the legal tender quality whieh makes uur silver dollars more valuable tlian the silver in them. lt is because, Dader the pructiceof uur flnancial system, tliey are lntercfaangeable with gold through the treasury. When silver was uiscredited by bomg leít out of the coinage laws ir. 1873 chere was nothing in the relativo valué oL silver and gold to justify it. This is not the only cnuse, but it is one causo why the commercial value of silver is not inoro chan it is. In prosperous umos wu could eafely use a large amount of silver, always providing for its convertibility into money which does uot et ics value trom the law."
