Washington, May 9. - The president has denied the petition for pardon of William Chase, vvho was recently convicted of publishins a libel against C. H. J. Taylor, recorder of deeds of the District of Coluuabia. Both Chase and Taylor are colored, and the conviction and sentenoe oL Chase to nincty days' iniprisonment in the United States jail was the outeome of a bitter fautional controversy which was Btarted here on the appointment of Taylor, a non-resident, nearly two years ago. The president endorsed on the petition the following: "It is conceded that this coavict maliciously putuHshed an outrageous libel in a newspaper which he controlled and used in this instance at least as a dirty weapun to satisfy his personal rage nnd revenge. This crime is a most detestablo ono. It has become so common and is so seldom punished that I cannot reconoile executive clomency in the oase here presented wifch the duty I owe to decent journalism, the peace of society and the protection of those constantly subjected to libclous attack."
