London, July 15. - There we re twuntytwo confcested elections for parüament Saturday and the returns show that the Unionists have gained eight seats, in proportion more than one-Chird. This indicates an overwhelnilng Unionist niajority in the next house. The most astonishing fact is the defeat of Sir William Harcourt in Derby, regarded heretofore as the very heart of Liberal England. His defeat is the sensation in political circles. Of 11U membors thus far eleoted, ninetysix are Uniouists, ten Liberáis and four Parnellitos. Eight Liberal seats have been captured by the Unionists and the Radioals have captured one Unionist seat, that at Perth. The crusade against the house of lords is relegated to the dimmest future. As to home rule for Ireland the coalition government can do what it likes. It looks as if they will have a majority sufflcient to makö them entireiy independent of the Irish vote, so that the old Parnell tactics of obstruction will be of no avail in the next house. Among the Unionists elected is the MarquU of Lorne, the queen's son-in-law. The moral effect of Sir William Harcourt'sdefeat will be great, as even the mout sanguine Conservative did not expeet a Liberal majority of 1.9JG to bo converted into a Unionist majority of 1,100. Whlle Sir William Haroourt fared so badly, Balfour, the new flrst lord of the treasury, who is to succeed Sir William as leader of the house of oommons, nearly doubled his majority in Manchester. Sir William Harcourt's defeat is generally attributed to the prominence which he gave to the local veto, or local option, meas ure. The Sundy Observer (Unionist) points out that the returns of unopposed candidates are as significant as the resulta of contested elections. Seventy-six seats had been handed over to the Unionists without a flglit, while the Liberáis were allowed to retaln only Uve uncontested seats.
