Victoria, B. C, Nov. 21.- The Emprcss Qf China, just arrived f rom the Oriënt, reports cholera practicaüy extinguished in Japan and few interesting developments ia the eastern situation. AH the Asiatio coast, when she sailed, was looking to Kin Chow, where, on Oct. 18, a combined boiler and magazine explosión on the troop ship Kung Pai sent 600 men to death. The affair was fraught with peculiar horror, as a rough soa was raging and there was no chance of life overboard. The boilers wore old and unserviceable, and ordinary caution would have prevented the catastrophe.
