Washington, Dea 12. - Captain Shoemaker of the revenue cuttcr service has received full and sneciflc charges signed by three offieers of the Bering soa patrol, against Captain Healy in the cutter "Bear." General ohargs were sent forward some time ago to which Captain Healy made a general denial. A trial board to oonsist of thrje or flvo ofScers of equal rank with Captain Healy will be convened in San Francisco early in January, at which a large nuinbjr of ofticora and men will testify. Lieuteuaut White who was ons of the signers of the original charges, now being out of the service will not appear at the trial. It is probable that only two officerg now on the Pacifio coast will bodesignated asnaembers of the board, as many of them will be called as witnesses. The other inember8 will be sent f rom the easc.
