Washington, March 26.- Brigadier General Thomas Lincoln Casey, retirad, for many years chief of engineers of the TJnited States army, dropped dead in the congressional library about 3:30 o'clock Wednesday afternoon. He had been specially designuted by congress to take charge of the construction of the new congressional library opposite to the Capitjl and since his retirement from the office of chief of engineers owing to his having reached the age limit at which army officers are retired, he had devoted most of his time to the construction of the new library building.
