It caiinot point to a country in the world which has the free and unliniited coinage of silver that is not on a silver basis. It cannot point to a country in the world that has the free and unlimited coinage of silver that has also a biinetallic curreney. The only countries which use both gold and silver as currency are the gold standard countries.
