Probate Judg Newkirk bas banded the following new rnle6 for the governauce of parties doing business at the prcbate office dnriug his term of office to the Argna with the teqnest that it publish the same. They were received too late for pnblication laRt week, but the Argus gladly gives tbem a place in its columns today: He says that during his teim of office there must be no smokiug in his court room duriDg hearing of cases. This has been allowed in times past, but be says he mast draw the line, and hopes those who have business there will re speot bis wishes in the matter. fie bas also made a cbange in tbe practice of filing final accounts. Heretofore it bas Dot generally beeu filed ontil the day of hearing, necessitating in many cases an adjourument, with atteudant costs and trouble, to allow opposiug parties time to examine the same and file objections. He now xeqnires the account to be filed when notice is given that it is ready to be rendered, so that during the period of advertising, opportnnity is given for examiniug the same by any one interested, so that there need be do delay or adjournment at the day of hearing. He has also instituted a system of scrap books in whioh the legal notices of each oounty paper are pasted for reference - one book for each paper - thus enabling one to find what they wish instantly, instead of being obliged to look over a year's newspapers to find the advertisement wanted. These changes will be thorougbly appeoiated by those doing business at the probate conrt.
