To Investigate The Ruiz Case

Washington, April 20. - Judge William R. Day of Cantón, O., who wïtt leave here in a few days for Havana to investigate the Ruiz case, saw the president for a few minutes Tuesday. He also called at the state department and saw Secretary Sherman and Assistant Secretary Rockhill. He has been studying the case his absence from Washington. and has thoroug-hly equipped himself for his mission, which, it is declared at the state department, is strictly judicial and in nowise diplomatic.
