Judge Day Qualifies

■VVashrington, May 11. - Judge Day of Ohio Tuesday qualifled and assumed his office as assistant secretary of state. The oath of office was administered to him by Disbursing Officer Brannigan. He entered at once upon the work of his office. Mr. Rockhill, whora he succeeeds. will remain for a time at the state department at the request of the president until Assistant becretary Day becomes enürely familiar with the state of pending negotiations. Then it is expected that he will himself be appointed to one of the foreign mission about to be vaoated.
