Indorses The Pooling Bill

Cleveland, June 8.- Chief P. M. Arthur of the Brotherhood of Locomotive Engineer indorses the Foraker pooling bilí which is designed to permlt railroads to agree on freight rates. "Our organization," said he, "favors anything that helps the earnings of the railroads. TVe realize that 1L the railroads make money they can pay good salaries, üut ir' the reverse is the case they must necessarily reduce salaries."
