Washington, June 22.- The fight waged against Paul Neumann, recently appointed and conflrmed as consul to Cologne, Germany, is causing Senator Cullom no end of worry. All sorts of charges have been filed against Neumann, and his friends have been summoned posthaste to Washington to refute them. In view of the latest phase of the matter Senator Cullom is placed in a rather ticklish position, and he declares that henceforth Chicago candidates for federal positions will have to bring affidavits from clergymen that they are all right if they want him to do anything for them.
