Washington, July 13. - The adminlstration has taken steps to keep its grip on Hawaii. Ary suggestive interference on ■the part of Japan will result in the landfng cf marines and the hoieting of the American flag with er without the ratifleation of the pending annexation treaty. The administration, realizing that seme crisis might arise while the treaty still hangs flre in the senate, has taken steps to be prepared for any emergency. Rear Admiral Beardslee will have, when the next steamer arrivés in Honolulú, instructions giving him power to act at the flrst sign of aggression on the part of Japan or trouble of any kind with which the local authorities are not able to cope. Rear Admiral Beardslee will be glven aufneient force to carry out the programme that events may forceuponhim. It is deflnitely settled that the battleahip Oregon, now en route to San Francisco from Seattle, will be dispatched to Hawaii as soon as she can be prepared for the voyage. This will give Admiral Beardslee three vessels - the Oregcn, Philadelphia and Marión. Japar. has at present but one vessel in the harbor at Honolulú - the cruiser Naniwai. She has has another cruiser at San Francisco awaiting orders which may take her to the Hawaiian islands.
