Davenport, Ia., Nov. 9.- General Flagler has . just completed that secVon of his annual report which bears upon the Rock Island arsenal. He says in part: "The construction of the field andsiege carriages with their limbers, caissons, and battery wagons, and forges, has also been pushed at this arsenal to the extent that the limited plant available would permit, for the accumulation of the reserve of these earriages that will be required for immediate use in case of emergency." He then asks for an appropriation of $28,000 for remodeling and enlarging the existing plant at the arsenal for manufacturing field and siege carriages, cafssons. and battery wagons and forgea In closing his recommendation, General Flagler says: "In installing thiĆ” plant, the work must be done so that the plant can be quickly extended in time of war to occupy the whole three acres of available floor in this shop. The work is of such extreme importanc-e that prudence it almost imperative."
