Return To Hand Labor

Pittsburg, Jan. 4. - Pennsylvania's íiew Gonvict labor law is now in effect, -and all the power maehinery in the western penitentiary was displaced by hand labor. By the provisions of the new law all maehinery is discarded, and only a small percentage of the convicts wiíl be employed in any one occupation. It is estimated that the output of the prison will be decreaaed 66 ,er cent., thus removing much competition from free labor.
