COMMUMICATION FROSI THE MAYOK Xo the Honorable the Common Coiuieil of the City of Ann Arbor: Gentlemen: I hereby disapprove that part of your proceedings oï the 7th, inst. relating to the adoption of a resol ution requiring the publicalion of the nuiues of all parties receiving help from the city. The poor fund is raised tor the purpose of aiding those of our citizens in distress and while some claim it as a right others ask it only in their inisfortune. The former ciass would be indifferent to this publicity and it inight deter some deserving people f roni apphing for vvhat was really needed and be the cause of great suffering. I believe the poor fund of the city is expended with reasonabie care, from April Ist, '85 to April 1, '86 there was expended $2,712.51 while from April Ist, '9ö to April Ist, '97 the expenditures were $2,079.22 and the average for past four years has been about $2,100 not an unreasonable sum for a city of our size and population. The inonthly report of the Oonimissioner is flled in the City Clerks office, it is a matter of record and can be examined by any of our people interested in the matter. Respectfully, Chas. E. A petition signed by Paul SnaubI and 51 others asking for a bridge across the Ann Arbor R. E. on Wil liams street was read aud referred to the Street Committee. To the Common Gouncil: The Board of Public Works woulc respectf ully report to your honorable body that they consider it necessary that Mr. Geo. F. Key, City Enginee and Mr. E. W. Groves, Asst. Engiueei be employed by the year and we vvouk further report that further help is ém ployed only at such times during the year when ihe work demands extra help. Glen V. In order that the above indicated work may be done to the best advantage and be of the most permanent good, it is necessary to provide adequate means f )r effectually disposing of storm water in some other rnanner than by surface drainage. The plan I suggest is to use a 24 in. sewer pipe on each of the intersecting streets, and extending-from Allen's creek to the east line of Main st. These storm sewers wil! be on V. Liberty, W. Washington, W. Huron, W. Ann and W. Catberine sts. The following is an estímate of the cost of the proposed sewer: 4,800 lineai ft. 24 in. pipe, at 55c per ft..2,C40 00 4.8U0 lineal ft. excavation and back flll at 35c per ft 1.B80 00 90 catch basins at Ï35 each 3,150 U0 Total estimated cost of storm sewers . .17,470 00 RECAPITDLATION. Newton f elch reporte that be owes the city $6 00 for Mrs. Kiog's lot and respectfully asks the Common Council to let him have work in the spring to pay for the same, but if no work is given, he will pay cash as soon as possible. Your Committee on Sewers to whom was referred the report of the City Engineer relative to the parties in the pavement district who have not connected with the sevver, and would recommend that the following naaied parlies be directed to make their connections within sixty days: And further that if the said connections are not made within the time specitied, that the Board of Public Works be directed to perform said wortc and assess the oost againstthe property with ten per cent added : And further that the Clerk be directed to serve a copy of this report upon the following named persons: Leonhard G runer, 118 S Main Ohristian Eberbdch 112 S ' Junius E. KEPORTS OF CITY OFFICERS. To the Common Council. Gentlemen : - I have exarnined the petition of Mrs. P. L. Bodmer relative to sewer tax on lots exempted by reason of the construction of the Main Sewer referred to me and find that the release given by P. L. Bodmer described lots 8 and 9 in block 5 south, range 3 east. The sewer does not cross said lots and they are not in any sewer district. It should describe lots 10, 11, and 12 block o south, range 3 east. I would recommend that Mrs. Bodmer pay the tax assessed against the above described lots and upon the receipt of a release of right of way tha the money be refunded to her. Very respectfully, Thos. To his honor, the Mayor, Recorder and Common Counci) of the City of Ann Arbor, Michisan. Gentlemen: Your Board of Health begt leave to make the following report to your honorable body for the year ending December 31, 1897. lOstimated population of city in round numbers, fourteen thousand. During the year of 1897 there have been 116 deaths as follows : Appendicitis 2, asthma 2, apoplexy á, braiu fever 2, blood consumption 1 bronchitis 1, bright's disease 3, chile birth 1, cystitis 1, consumption 8, convulsions 3, consüpation 1, "cramps on whole body" 1, catarrh of bladder 1, cholera infantum 2. chronic gastritis 1, cerebitis 1, cáncer 2, dropsy 4, dropsy of heart 1, drowning 1, diabetes 3, üysentery 1, debility and vomiting 1, diarrhoea 1, general debility 2, heart disease 11, heart and kidney 1, internal hernia 1, infants 3, inflamation of bovvels 1, inflamation of liver 1, kidney disease 1, liver complaint 1, malarial fever 1, malignant tumor 1, neuralgia 1, oíd age 6, peritonitis I, pneumonia 5, paralysis 3, remittent fever 1, spasms 1. sunstroke 1, suicide 1. spinal meningitis 4, summer complaint 1, stomach and liver 1, softening of brain 2, still born 1, throat trouble 1. typhoid fever 1, tumor on liver 1, tubercular peritonitis 1, ulceration of stomach 1, unknown 5. All of which ïnakes a very low death rate per thousand. All complaints of nuisances have received prompt attention and were abated without litigation or expense to the city. Quarantines have been complied with. The water supply is very efficiënt and wholesome. Our streets are in a good condition (?) as well as our sidewalks except on the south side of West Hurón f rom First street to Third street where there are several holes dangerous to the public. Coon moved to take the repo'-t 3f the street committee relative to Ox'ord street from the table. Adopted. Aid. Hamilton moved that the subect of the change of name of Oxford btreet be referrod to the ordinance committee. Adopted. Aid. Rh odes moved that the subject of asphalt be referred to the street committee. Adopted. A W. Danforth moved that the board of public works be directed to cut a ,ree down at the corner of Hill and Olivia avenue. Adopted. Aid. Rhodes moved that the board of public works be directed to rebuild ;he fence along the sidewalk on the bridge over the M. C. Railroad. Adopted. On motion the Council adiourned. City Clerk.
