Says Cuba Is Lost To Spain

Brussels, March 22. - A dispatch to Le Soir from Madrid describes an interview with Senor Pi y Margall, at one time president of the Spanish federal republie and chief of the ministry, in which he is represented as declaring that Cuba is practically lost to Spain.
