Prof. Mortimer E. Cooley, who waï appointfid engineer of the Yosemita with the rank of passed assiatant engiDeer, bas been promoted to the grade of cbief engineer in the same auxiliary crniser. This meaos an increaB9 in bis pay f rom $2,000 to2,800. The Y osemits has been order - ed to make one of Admiral Watson's squa dron to prooeed to the ooast of Spain. It has been off tha coast of Porto Rico, blookading the port of San JnaD, and is tne snip manaeo by the Michigan Naval Reserves. It bas been Jprnished with oharts of all the ports of Spain, 'with oharts of the Mediterran and with oharts which: wonld lead it all the way to Manila which may be the ultímate destinatioa Df the squadron, to protect these islands, when the war oloses from any Germán aggressions. Prof. Cooley is at home on the sea. He thoroughly nnderstands the dnties of his position and is one of the moafc popular professors in the oniversity, as he was the first to enter the IJ. S. servie. He was born in Cauandaigua, N. Y., Maroh 28, 1855. The rndiments of his eduoation were gained in a district sohool in the vicinity of bis home. At 16 years of age he entered the Canandaigna aoademy, living during his college course in a room of astonishing smallness and doing his own cooking. Wbile considering tbe vagne prospect of a collegñ eduoation he applied for a cadetsip in the naval academy at Annapolis in 1874. In a class of 87 bis rank was seventb in order of general merit.. Graduating from the aoadeiny in 1878 he was ordered to the snip Quinnebaug and later to the Alliance, npoa whioh two vessels be made the cnstomary oadet's cruise around the worlá". In 1880 Mr. Cooley was detaobed from the Alliance and placed on waiting orders. Ia 1881 he was ordereii to dutv in the burean of steain neering at the navy department again. a few months later to be detacbeii and sent to Ano Albor under the law of 1875 by whioh certain officers in the navy are sent to certain edncational institutions to give instruotion in marine engineering and ship building. In 1882 he was commissioned assistant naval engineer to rank frorn 1880. He was ordeted at that time to hold bimself in readiness for sea service and when it was learned that the navy department intended to use nis abilities at alinost any time he was prevailed opun by the regents of the University of Michigan to resign bis naval office and accept the chair of mechancal engineering in the onllege. Prof. Oooley is a recognized authority on all subjects bearing npon steam machinery, and it is his special knowledge of the subjeot together with his previoas naval experience that led to his being appointed to his present position. Prof. Cooley is a member of the United States Naval Institute, a fellow of tbe American Assooiation for the Advancement of Science, a member of tbe American Assooiation of Mechanical Eugineers and a member of tbe National Association of StatiouaryjjEngineerB. He is a charter member of the Michigan Engineering Society, and a memoer of the Amerioau Society of Naval Engineers.
