General Miles In Cuba

Washington, July 12.- Major General Miles has arrived off Santiago and wül be in at the fall of the city. It is not understood that General Miles will assume direct comniand or changre any of the plans of General Shafter, but as the major general in command of the army, his presence there throws the responsibility on his shoulders and the president will look to him for his reports on the situation.
