A dispatch to tbe Detroit Tribnne rom Washington yesterday says : All officers of the Miohigan naval ínilitia are Drdered raustered out but Cbief En;ineer Cooley. He was regnlarly reinstated in the navy, frorn whioh he resigned to become a member of the facnlty of the ÜDiversity of Michigan, and be may now remain in the navy pennanently. At auy rate he will stay on tbe Yosemite as ohief engineer for the present, and probably íaake bis decisión later, fíe is spoken of in the department as an exoeptionally fine officer. It was on bis advioe more than anytbing else tbat the naval niilitia decided to bear all the iudignities and hardships of the service without complaining. Tbe boys could doubtless have seonred the removal of Executive Offioer Sargent by rnakiug a formal protest against him, bnt Mr. Cooley argned that they were bound to be uiisnnderstood if they did it, and that the wióer course would be to etand by like men and take their grnel as it came. Tbey followed the advice and are now glad of it.
