Washington, Sept. 16.- General Otis cabled the war üepartment as follows: "Manila, Sept. 15, 1898.- AdjutantGeneral, Washington, D. C: Affairs much more satisíactory. Demands for withdrawal insurgent forces complied with and all withdrawa'.s or withdtawing today, except small forces in outlying districts, which are not obeying insurgent leader. Aguinaldo requests few days in which to withdraw them by detachments and Dunish their commanding offlcers. Over two thousand already wjthdrawn. No concessions granted insurgents but strict comDliance with demands of Sth inst. required. Genera! good feeling prevailing. Manila quiet and business progressing favorably. No difficulty anticipated. Have been compelled to confine Spanish prisoners temporarily withín lirnits of waüed city "OTIS, Commanding.'1
