The following rulings and decisions hiivo been made by the state superintendent of public instruction : 1. A district meeting, annual or special, eannot legally vote upoa the waecs to be paid a teacher, and if'such a vote be taken, it must bc considered merely as advisory, and nqt binding upon the board. It is the exclusive right and duty of the board to estímate the amount of taxes nocessary to be raised for the support ot the school, to report the same to the supervisors tbr assessment, to hirc teachers, and to lix their corapensation. 2. The only aetion an annual meeting may take which can affect the hiring of teaohers is to deoide upon the sex of teachers to bc employed, and the length of time school shall be maintained above the minimum prescribed by law. 3. It is legal for a district board, to make a contract with a teacher at a time previous to the annual meeting, and such contract will be valid and binding upon the district, provided the annual meeting does not vote for the employmcnt of a teacher of different sex from the one contracted with, or that the school bc maintained a shorter period (not less, however, than the minimum prescribed by law), than is namcd in the contract. In case such action is taken by the annual meeting, the contract will be rendered void.
