Hent.y Clay in a speech in the Senatc of the United States upon the compromiso measures, August lst, 1850, used the following language : " If any one Slate, or a portion of the people of aty State, choose to place themselves in military array against the government of the Union, I am for trying the strength of the government. I am for ascertaining whether we have a government or not - practical, eĆ­Ecieut, capable, of maintaining its authority, and of upholding thu powers aud intereste which belong to a rovcrninent. Nor, sir, am l to be alarmed or dissuaded froni any such coursu by intimidations of the spilling of blood. If blood is to be spilt, by whose fault is it to be spilt ? Upon the supposition, I maintain it will be the fault of thoe who choose to raise the standard of disuuiou, and endeavor to protitrate this government; and, sir, wheu this is done, so long as it pleases God to give ine a voice to express my sentiments. or in arm, vvcak and uufeeble as it may bti by age, that vuice and that arm will be on the 8ide of my country, for the support of the general authority, and for tho inaintenance of the powers of tho Union." , m -m nii -
