Wheeliog, Ya., Dec. 2 In the Convent-ion Mr. Hagar, of Boonc county, offered the following : U hereas, Negro slavery is the oriijin j and foundation oí' our National trouble I and tljo cause of the terrible rebelliou ia our niidbt, that is stvkiug to overthrow Oür government, and Whereas] Slavery is incompatible witli the word of God and detrimental to tlie interesta oí a iVee pbopte as weli as a wrong to tho s'aves themsulves, therefore Resolved, ïliat the Couveatíon inquiré iuto the cxpedietiey uf making tho proposed new State a free State, and that a provisión be inserjed for tho gradual emancipation of all slaves within the proposod boundaries of the i.ev State, to be suhmitted to the peoplo of the same for thüir approvol or n-jeetion. lleferred to the Comuiittee ou Fundamental Provisious.
