'T!)c WorhVs dispatch eays : " It is understood that a thorotigh ruorganization of the War Depurtment is rapidly progressing, and that it will in a few days uo tully up to the domunds of the time. Aniong other things it is not improbable that tho tollowing wil] occur : " let. In order to leavc room for pn tnotions for gallant acts in the field, :iii'i other reasons of public polic.y, no iuturo appoiotments to any rank will be made in the army, except of men in the field, untll the JUt of March. " 2d. That all Dominatiooa which hnve been m-.-.du and are now pending belore the Senate, will be suspended until uiter the lst of March. " od. That the disorganization produccd by officers frequeuting the city, instead of remaioing in camp to ngtruct themselves and tneir command in military ecience, will be checked by dropping froni tVe list those vvho frequent the city for other reasons tbao those pertaining to military dut}', and by the comtnand of their superior officers. " 4th. In order to transact war business the War Department will bc closed fonr days in every week against all other business except what ippertains to active operutions ia the field. "รถ'h. That Saturday of every week will be devoted to the transsiction of the business of Senatt-rs and Congress, ainl that ilonday of each week will be devoted to the business of other persons and personal interviews with the feecretiu-y. "Gth. That the Secretar; of War will transact no busirios whatover, and will see no persons on business at his private residence. "7th. That the dispatch oi business by muil or (vritten Communications will have the preference, and will rect-ive the personal attention of tho Secretary on the moruing of each day, beforu ontering upon other duties."
