Ia our last issue we gave place to an artiule from the Free Press, which stated that children born in this country of foreign residents who have never been natunil zed follow the condition of their parents, aro not citizens, and are not liablo to draft. Iu 1851, Wiluam L. Marcy, tben Secretary of State, gave an opinión that the son born in this country of an unnaturalized fathor, would be a citizen and elegible to the Presideucy under the constituí ion. If so he would cerlaiuly be liable to diaft.
