The euhsting of ni6n belonging to one county, whether its quota is full or uot, to be credited on the quota of anothcr couuty is prohibited. II. Men eulisted and credited to ono county whether its quota is full or not, canuot be transferred to fill the quota of another county. III. All recruiting in the State, both fot oíd and new regiments wili be stopped on the 12th instant, until after the draft is made, for the purposo of fully aseertaining the aumber of men actually eulisted iu the various regtinents and raaEing the proper credits to eounties. IV. On the 15th instant, Colouels organizing aud recruiting regiments and all recruiting officersand parties, whether for old or uew reghneuts, are hereby ordered to dehver at tlieir respective general roudezvous, all men enlisted by thera up to that time. - AU enlisted men not delivered as aJfove ordered, cannot be credited to eounties. V As sfrmi as the credits are promptly assigned and sent to the different commissioners, an order will be issued from' this 'office for tk-e draft to take eiFect. VI. ïliis _delay ín making tbe draft immediately is' caused by the necessity for having all the credits properly returned to this office and sent to tlie different coinmissioners before the draft is made, to unjust credit being ffiven.
