Postal Order

Washington, April 7. The Post office Department hasjust issued an order to Postmasters directing thom from and after tlie first of May to colleot in specie or its eqvivalent, all postage on unpaid letters received from foreign eountries in the mails despatched to this country from Great Britian,Irelaud, Prussia, Franco, Hamburg, Bremenor Belgium. The order at present applies only to those mails. On outgoing letters the existing regulationsremain unchanged. Uuder the existing postal arrangements postages collected on foreign letters must be accounted for to the foreign government in specie or its equivalent, and henee these orders.
