The special of the Tribune says: "Chief Engineer Wood, of the United States navy, now on duty ia conaection with iron-clad vessels, bas made a proposition t,o tho Secretary of tho Navy, to the l'ol lowing effect: lie offers to take a luon"itor ug the harbor of Charlestou, removing, on his way, any obstructions that may impede the progress of shins, or, if the Department only desires the dostruction of Fort Suiuptcr, he will necomplish that. A cítate Senator oí Califarnia, whoenjoys, to a largo degree, the coDÜdenco of engineers, also oifers to accompany Mr. Wood on the important expedition named. I understand that the President and Seerctary Welles look on the. proposition with favor, but the action of the governraeut, of course, is not known."
