The English mails received by tho Europa bring t'ull accounts of the turmoil oaused by Mr. Adams' letter to Adiniral Du pont, certifying to the legitímate character of an English cargo bound to Matanvoraa. The letter was as follows: " Legation op the U.xited States. ) Losms, April 0, 1863. ) " Amid the multitude of fraudulent and dishonest onterprises frora this kingdom to furnish supplies to the rebels in the United States, through the pretence of a destination to some port in Mexico, it gives me pleasuro to dislingaish one whicb has a different and a chai'itable purpo.se. Messrs. Howell and Zirman have furnished me with evidonce, whih is períectly satisíactorV to me, tfcat ihey are really bound to Matamoras with a cargo inteoded for the Mexicana. I therefore very cheerfully give them this certiücate at theïr requeat. It is not the dispositioo of the Government of the United States to interfere in any way with an honest neutral trade, and it is deeply to be rogretted that the frauds which have been so estüiinively practiced in this country have contribated so muuh to throw it under suspiclon. This letter, it appears, was circulated at Lloyd's, and on the lCth uit. a deputation oi merchants and charter partios interested in the Peterhojf, brought the subject oí the nota to the attentio'n of End RuaseH at the Foreign Office. - Mr. Crawford, tnember ol Purliamept irom the city of London, acted as spokesinan, reading Mr. Adams' letter, and comraentrag severely upon the course of the American Minister. Tha inevitable Spence followed in a similar' struin, adding that ha had reason to believe that it was the intention of the Federal authorities to capture the Sea Qnecn, now fitting uut at Liverpool by Tilo, Spence & 06., for Matamora. - Complaint was also made of opening of the mails of the Brltiah steamer Adela, Earl Eaiell,replied in general term, adding that a formal ftpplieution shouUl be made to the Foreign Office on tha subject and the depuiation then withdrew. ____
