New York, Sept. 14. The steamer Roanoke, from Havana 9th arrived to-night with dates from Vera Cruz to the 5th. There waa great scarcity of food in Mexico. Many inhabitants had been iu prison for assassinating French soldiere, and refusifg to take tho oath of allcgiauoe. The Peruvian Minister bad received bis kpassport, and had been ordered to leave the country, for having written to Juárez. It was reportad tbat Corwin had been tendered bis passports, also, but thia is not confirmed. Reports that Doblado and Comonfort had deelared in favor of the new regime, turned out to be falso. A Frenoh courier from Mexico to Vera Cruz waa captured by guerrillas at Solehad, and a quarter part of the guard killed. Troubles in San Domingo increased. - The rebela are in great force, and the General in comrnaud of the Bpanisb troops calla for more soldiers. Mercliant ahips were seized and pressed into service io carry troops. Severai war stcamers lad gone to Puerto Plata. Troops were coming in froin Matanzas and Cárdenas, to be sent to San Domingo. Particular are carefully concealed from tho publio lere. It was feared that the great lack of rain in Cuba wouid render the coming erop very small.
