One of these is the word , mneüy, contained in the President's late proclamation to repentant rebels. This word litorally signifies nol re msi.ber. It is a kind of pardon vrhich a ruler grants to the people, wherein be that he furgets and aunuls all tha-t i past, and protnises not to make any rurther in ijuiry into the saine.
