The President on Wednesday nfterlioon, March 9tb, -formaliy presented to Maj. Gen. Granij iiis eommission as Lieutenant General. The ceremony ook place in the Cabinet chamber, in the preeence oí ths entire Cabinet, Gen. Halleck, Representativo Lovcjoy, Gen. Ravrling.? and Col. Comstock (of Gen. Gnint's stafl), the son of Gen. Grant, and Mr. Nioolay. T.he Presi.dent addreesed him thus: " Gen. Grant - In consequence of the iiatioos a,ppreciation of í?hát yon have iione, and its relinnee upon you, for what remains to do, in the existing jreat struggle, you aro now presented with the commission constituting you Lieutenant General in the army of the TJnited States, With this high honor ,deralsre8 upoo you also a correspon.ding rnsponsibility.
