Office, Washington, May 7. - [t liavin been officially reported that Mr. Ould, the rebel Coiniuissioiie of Exchange, has de clared, without consulting the uuthorities of the United States, that all rebel prisouers deüvered at City Poiut, up to the 2(HIi of Apri!, are exchanged, it is oadererl that all Federal priaouert of war, and civilians on parole, prior to May 7tl, 18G4, be declared ftxcliauged, and they are thus declared oxehanged aecordiugly, It is further announced that after detJueting theuumbrr of Federal ofteers and men cinbract'd in this order, as exchanged, the rebels will remain iudebted to the Federal Government aecording to tables carefully prepared by the Coui ui issary General oí' prisonersfro in official data, 33,5% for whieh no equivalenta have beeu reccivod by the Federal Governnient. All paroled ofíicers and enlisted men herein (lelared exchanged, who are in camp will be immedialely forwarued by tho eominaiiduits ot Ciimps to thoir reginients and eomniaiiidn and reported to the Coinmissary General ot' )iisonci-s aeeordniüly.
