Charleston, S. C, Jan. 17. Gov. Scott yesterday eent a message to the Legislatura in reply to a concurront resolution askini$ why a military forco for the protection of life, liberty and property had not been sent into the riotous, refractorv counties of the State, and why the outlaws in those connties have not beea brought to punishment Tho Govornor suys : '' Whilo I deeply deploro the dismrbances to which ycur resolution refere, I eau fcarcely venture, as tho Executive of tuis Stats, to pronouneo iiny ooutities riotous and retrae tory upou reported cases of individual cuUago. and whilo no information has been received at tbis office indicating anythÍDg like an organization to defy or defeat tho law. I cannot say with truth upon any informal ion in my possession that in auy section of the Stato the laws have not been executed, but if thera was any portion of theStste in which violence and disorder are so general as to disarm the power of the civil eourts I must say frankly that I ha.ve no such military force as wonld be competent to suppreas them, and that I have no mcans to place and maintaiu such a forcé in the lield. It is my opinión tbat the civil laws of the Stato ought to bo sufficient, and it is my dotormination that tlioy shall be sufficient tO protect the person and property of every and any citizen of the Stato, however humble, friendless or obnoxioas,"
