To the President of tbc United Stutcs of America : Whereas, It is provided in the Constitution of the United States thut tho United States shall protect evcry State in thi.s Union, on application of tho Legislatura, the Executive when tho Legislature can not bo convened, ugainst domestic violcnr.' : And irJu'rmn, It is provided in the laW8 of the Uriited States that ixi all casos of insuvrection in any Btate, or of obstruction to the laws thereof, it, shall bo lawful for the President of the United States, on application of the Lcgislature of sueh State, oi the Executive when tho Legislatura cannot be convened, to eall forth the militia of any State or States, r cinploy such part of the land or naval forcos as shall be judged necessary for the pui-pose of suppressing such insurroction or causing the laws to bo duly cxecuted ; Andwhereas, I have reoeived information that oombinatíons of anned men, unauthorized by law, are now disturbing the peace aml sa!Vty of citizens of South Carolina, and committing acts of violenco in said State of a character and toan extent which render the porer of the State and its officers unequal to tho t:;sk ofprotocting Ufe and property and the security óf public order thcrein ; And whereas, The Legislature of said State is nol in spasion, and cannot be convencí! in timo to moet tho present emergency, and tho Executivo of said State h::s therofore made appUcation to r such part of the military force of the United .st:t!is aa may be neceasary aad adequate to protect said State and the citizens thereof against domestio violenoe herein beíVn-i1 montionod and enforce tho due executidü of its laws ; And ir lm; i. . The Liws of the United States require that whencver it may be m r.ssary in the judgmont of tho President to us(ï Bttilitary force for the purposo aforesaid ho shall forthwith by proolamation command su;h insurgepts to disperso and return peacoably to thoir respectivo abodes withm a limited time; Now, therefore, I, Ulysses S. Grant, President of the United States, do hereby command the persons oomposing tho unlawful combinations aforesaid to disperse and return t t'ieir p speet ve abo le wi hin twenty daya from tuis dato. In witnesa wheroof I havo hereunto sot my hand, and oaused tho seal of the United Statea to be alfixed. Done at tho City of Washington, this 24th day of March, in the year of our Lord ono thousand eight hundred and seyenty-one, and of the independon.ee of tho United State the niuety-iifth.
