Lisbon, Juno 12. Rio Janeiro dates to May 23d state that ;hff Duque de Caxias, on the part of the Bru.ilian Government, presentad to the [mperial Chambers an elabórate and carefully prepared bill for the emancipation of all slaves belonging to the crown. This act if it becomes a law, nieaMI thousands now toiling in the fainous diamond minos in the Province of Minas, and also thoso engagod in the nonstruction of docks and other public works, at Rio de Janeiro, Bahia, Pernambuca and Moranbam, besides a large force employed on the governmont railways. A provisión of the bill also releases the oonvict slavcs on the Island of Ferdinand de Naronhn, aftur aoven years' servitudo. Their owners are to be indumnified from tho imperial treasury. The bill 'mcuts with determined oppoaition, it is said, by the conservative8 in the Brazilian Sonate, but the liberal party is strong, aud will likely carry the humano measures in the tiower House, where there is an overwhelming liberal majority. The eman-ipation bil] which has always been the pet measure of Brazil's democratie Emperor, will en counter but feeble opposition. The great est objection to tho measure appears to b not so much the justico of the act, but its hasty enforcement. The law, as it stands, provides a ftystem of gradual eraancipation for the slaves belonging to privat estatps only, while the Emperor's bill de crees immediate manumission to all slavc owned by the crown imperial.
