A city (ir lurge villagu centrally located, with such t-xisting or projeoted railroad eonneotioua as to be reacbed with tho least fatigue and expense from all portions of the "eastern section," will be regarded as ■' accessible, as expressed by the aot." The water, the supply of whioh shóuld b3 praotioaliy inexhaustible, hhould obtttined froiu rapid llowing streaius, fed mainly by eprings, or from a litke of the samo oharaoter. (See section 2 of act.) The site should bü elevated and with attrautive surroundinga, tho surface should be of a character to permit the rcady removal of sewago and aurfaco water in the usual mamier and without contaminating tho water supply. It should not be les.s than one mile and not more thau two and a halt' miles trom a oity or villagp, and easily aucessible at all seasona of the year. It should be so sitnated as regards the city or village that the street or road leading to it shall be pleasant, and ono whieh will not pass points near which slaughter-houses, soap faetones, etc., would naturally be placed. Thero seems to be an ex])ectation on the part of many oitizens who have already comraunicated relativo to the matter that tho required amount of lanfl with water right and route for sewago will bo donated to the 8tate, other things In-Ing eutxrely equal. That coneideration will inflneiice tho oommissioners, but in seleeting a sito for the asylum the gooerning eonsideiation will be its perfect adaptation to the ends and purposes of the institution. E.
