Washington Correspondence New York Sun. It is decideS that Gun. Sherman is to be brougUt back from St. Louis, or, in other words, that the headquarters shall be eítablished by law at Washington. A bilí to that etf'ect will be passed through tht; House aa soon as Cougreas comes togethur. Whether John Sherman and bis assooiatos can kill it in the Sonate reruaius to be neen. All the strength of the administration will be enlisted for the bill. In truth, it originates in the White House. A uool feeling exists between Grant and Sberman, proceeding from various causes. When the President consented to the change of headquarters he did so with the intention of getting Congress to interfpre and relieve him from the responsibility of refusing Sherman's requust, which was more cunning than manly. Sherman had declined to make a colonel out of a poor lieutonant in Fred Grant, and that offense has never been forgiven. But there is another reason besides these personal considerations for bringing back the headquarters. The Washington ring, the Pesident, Senators and Representativos and others coiicerned in the real estáte pool think it hasdainaged the city, and that such an example may do great harm to their speculations. Therefore Sherman must return or resign. This is the last order from the White House.
