Gov. Osborne íelegraphs f rom Topeka, Kansas, to the Chicago Tribune as follows : I estímate the nuinber of people in tbs western counties of Kansas wüowill need aid the coming winter at 20,000. A largo proportion of these are now in wiint. The people m the eastern part of the State art? doins; all in their power to prevent suffering on the frontier, but t!ie extent of the destitution warrants the conclusión that thoy are nneqnal to the ernergency. Flour, potatoes, homiay, imd beans, for food. and clotbing:, especially for women acd childreu, are most needed. Feed for Bteok is nmch needed, aa also spring ■wheat, eorn, oatB, barley, and flux for spring planting. Donations sent throngh the Kaasas Central Belief Ooramittee, of which Lieut.-Gov. títover is President, aud W. W.
