The Washington correspondent of the Chicago Times telegraphs: The contimied absence of Brother-inlaw Oosey is exciting general comment here. Hitherto that gentleman has hela forth in this city most of bis time, pushing jobs and trading on his kinship. It is asserted tbat he is detained in Now I Orleans warding off an inquiry into his whisky-ring operations. There are persons iii Washington chirged nith laying before General Pierrepont facts which show Oasey's connection -vith the whisky frauds as well as Senator West and other members of the Kellogg Government. It is in order to save this section of the conspiracy tbat so much has been given in Government circles to the prevaüing rumors of a Cabinet crisis. The brother-in-law portion, working through Logan, West, Oarpenter and others of the Grant group have filled the air witli threatenings against Bristow. Iljwas the cunning prompting f Casey wliich fii-st brought the sensational and political cabal to work upon Gen. Grant's preiudicas. Instead of asking outright to have the Executive autliority interposed, they procured the dictation of the fanious circular to attarneys by ;presenting that the subordinates of the Revemie Department were seeking to swell the number of victims by holding out inducemeiits to crooked distillf rs. It is assertcl that if Brother-in-Law Gasev had not been close itpou the rafed edo of an iudictment, it would havo gone harder for certaia Western culprits wlio now see their wa.y out untarnished and unmolested. Lt was iu view of the things comiug to the worst tbat Cascy, West, and the whisky interest humed up the coufinuation oí Billings to be Circuit Judge., tirst, because Bülings himself is said to be concerued iu the fraiails, and, second, because the cases must be tried bef ore him. In this eveut the ring will be in no danger. The Treasury folks aie not asleep, however. They havo asked for a chango of ventte whioh will carry the case into the Tennessee circuit, bef ore Judge Eiamons. It is not certain whether this can be brought about, as the poiut is without precedent in Government prosocutions. __________
