San Francisco, Nov. lo. - A press dispatch trom Saluiii, Oregon, says it is announced by the Demócrata here today that the following programrue will be carried out iu reterenee to the case of J. W. Watts, Presidential elector ou the Bepublican ticket, who was postniaster of Lufayette. The law of Orogon providea that the Secrotary ot' State in preseucuof the G-ovuruor, shall count tho votes aud givo to the parsou having the highest number of votes a certificate of elootion, giving tho Seoretary no power oxcept to count the votes and issue certificates, but it is asserted that a writ will be served on the Seoretary, issued out of the Supreme Cuurt, enjoining the ísmuhuco of a certifícate to Watts aud giving it to the highest elector on tho Democratie tickut.
