The surprisiug quickness and readiness with which the recent Rassisui loan of 100,000,0(10 roubles was taken ly the two citíes of St. Potersburg and Moscow alone onlv finds ils parallel in the ease with which the French raised the enormous Germán war iudomiiities. The ukase of the Czar authorized the Bank of Rusaia to issue notes for 100,000,000 roubles, receiving cash subacriptions at 92, the notes to hïve the charaoter of bonds and bear 5 per cont. interest. Estimating the roublo at 78 cuta, the amount wonld be equivalent to. $78,000,000, which would yield to the Government, at 92, the sum in ciish of $71,760,000. No timo is fixed for the loan to run, and it will be at the option of the Government to redeem the notes whenever it sees fit. Looking at the loan from au pniinancial etandpoint, the quicknesa with which it has been taken shows the uncompromising spirit of the Kussian people upon the questions at in-uo botween Turkey and the Sclave. It is an eloquent testimonial of the ctetermination of the people that the Sclaves shall be free.
