The potition is directed to the I City Recorder, who gives notice, by publicatiou in some daily paper, that the peMOn named in the potition has been declared a "common drunknrd." ' After such notice it is mlawful íor any Í ono " to give or uell to such person, or to assiufc him iu gettiug atw wiiie, I itoooa or malt liquor."
