Mr. Gregory from the Committee on Public Buildings made the following report: Mr. Chairman - Your Committee on Public Buildings would respectfully report that we have visited the County Jail and find it clean and generally in good condition, but. would recommend some repairs. In the water closet the seat and the ventilation are bad, and both should be enlarged. The outside cellar doors and six feet of the north platform and a Bill to the north door, and a platform around the well, all should be made new. The stove in the hall is broke and unsafe. A new one is recommended. The ashes are now depbslted in one of the cells in the centre of the building, and must be unsafe and inconvenient. AVe would recommend an ash house made of brick to be built in a suitaable place outside of the building. We would recommend an appropnation of $100 for the beforementioned pnrposes. The Sheriff informa your Committee that four iron bedsteadsare needed for the jail. We would recommend that lic procure them at the expense of the County. Your Committee have also visited the County Poor House and find the same very neat and clean, and all in an excellent condition. To the Honorable Board of Supervisóla of Waslitcnaw County i li obedience to a resolution of your body, calling upon the l'roscCUting Attorney to report whether in his opinión the indigent insane sent to the asyluna under the provisions of section 1ÍKÍ4 of the Compiled Laws should become a county charge, 1 would respectfuliy report hat in the íirst instaure the charge is purely a counly charge (sec secüon l'Jölij and must make provisión by tax. Section 1944, however, provides that the County, acting by the Board of Supervisors, inay have the right to require any individual town or city that islegally Hable for the support of such person to reimburse the County. Section 1S47 provides that the poor ha ving a setllement !n auv tpwnahip shall become a township charge in those counties in whiefi the Board of Supervisors have not abolished the distinction between county and township poor. Section üj:;l The indigent insane shall bekept in the asylum at the expense of the County to wbich he belongs for two years, and until removed by order of the Board of' Supervisors, of such county, and the Board shall raise moy.ey requisite to meet the expense of supporting such indigent person. Section l!i;!7. If indigent insane shall besent the asylum by his friends, who havo paid his bilis therein fer six months, he shail continue in such asylum for the next three years at the expense of the County, uppn showing annually that such person remains in indigent dreumstances, and the Superintendent of the Asylum certifying annually that hc is a üt patiënt and likely to be benefitted by remaining. Section 3042. The price of keeping poor and indigent persons shali be annually fixed by the the trustees of the asylum, and they may require payment to be made quarterly or semi-annually in acívanee. Section 1943. Any township or city that would have been bound by !av to provide for and support such person if he liad not been sent to the asylum shall be liable to pay the expense of such person in the asylum, and the expenses going to and coming from the asylum. Sce sections L823 and 1S47. As a person in indigent circumstances who is insane, and has no relation who would be liable for his support would require from the Supervisor of his township or ward, or froni a superintendent of the poor, either temporary or permanent relief then the expense of cariag for such indigent or poor person .would become a charge upon the township or ward in which such indigont or pooiperron has a settleinent. My opinión, therefore, is that the exprnse of keeping the indigent insane becomes a charge upon the the township or ward in which such indigent person has a settlement. The law is unmistakable. Mr. Shutts offered the following resolution : llenocved, That whereas the city of Ypsilanti has by my order, Incurred and paid for temporary aid to Rev. James B. Haliday, to the amountof Í34 during the winter of 187677, atid whereas the Superintendente of the Poor have since aided the above to (blank) amounts, this is to ak in justice to the city of Ypsüanti that this Board reimburse the city to the amouni so incurred and paid. On motion of Mr. States the resolution was referred to the Committee to settle with the County Superintendents of the Poor. Mr. Yost presented some papers in relation to the same subject. Mr. Yeckly moved to refer Mr. Yost's papers to the same Committee. The yeas and nays were called for, and the result was as follows : Yeas- Messrs.
