The föllowing circular bas oec-n sent i to the partios concerned by Secretary Sherman : TltKAKURÏ DM'AltTMENT, I WAsnisoTOS, Jan. 1, 1878. )' The firHt section of tlio act of March 3, 1873, Statutea at Large, volume 17, : page 602, reproducid in section 3,564 of the Revised Statutee, provides "that tho value of foreigu coíd, as expressed in the money of account of the United States, shall bo that of thé puro metal of such coiu of standard value," and thftt "the values of the standard coins in circulation ot tho various natious of the world shall bo estimated annually by tho Director of the Mint, and be proclaitned ou the lst doy of Jaiiuaryby the Secretary of the Treasury." The estímate of values contnined in the following table has been made by the Director of the Mint, and is hereby claimed in compliance with the abovostated provisión of law : Value in Country.
