The bill prcpared by the enb-coinmittee of the Ways and Means Committee of the House of Kepresentatives for tlie revisión of the tariff has been published. Following are some of the leading provisions of the bill: Books, periodicals, pamphlets, blank books, bound or opbound, and all printed matter ; eugravingf, bound or unboand; illuptrated bookR and papers, and mapa and chatis, 20 per ecnlmn ad valorem. Type, plain book and newspaper, 15 cents per pound. Type, jobbing and ornamental, 30 cents por pouud. Cottoiis, plain goods, aro classed under threo hetids, and aro taxed, unbleached, 2 cents ; if colored or printed, 3 ct-nts. These are now taxed at a rato equivalent to 35, 33, and 42 per cent. Tbe new averago rato ia about 25 per cent. The iiucr goods are taxed about 35 per cent., as against au average of 50 per cent. at present. The present tax on ' jeans, deniniH, drillings, ginghains, cottonades, etc, bleaclied, printed, or colored, are now taxed from 40 to 65 per cent., and the dutios are redneed to an averago of 35 per cent. The bulk of cotton goods imported is made up of hosiery, laces, braids and eotton yarn ; the hosiery and laces now pay 35 per cent., and are redneed to 25, while the duty on tho kind of yarn priucipally imported is raised from GO to 80 cents per pound. The duty on apool-throad is reduced from 9 to 7 cent per dozen spools of 100 yarda. The duties on glass are somewhat increased, ftnd aro generally specific, being computed by the square inch or foot, the rate of duty incrensing as the size increases - the average rate aimed at bcing 10 per cent, which is higher tban the present rate. Earthenware, china, porcelain, aro taxed 40 per cent., which is no reduction. Undressed flax is redneed from $20 per ton to O10 ; drossed flax frora Í40 to $30 por ton. Ilcnip and jute and manufactures of theni remaiu, witl little or no chauge, at about 30 pei cent. Spirits and brandy are to pay Í2 pel gallon - no ehange ; champagne to pay $6 per dozen quarts ; still-wines in cask to pay about CO per cent. ; other nines in bottlcft, 60 per cent. - no ehange. The duties on iron manufactures are made specific on a basis of 35 per cent.- a very slight reduction. Pigirön is reduced from $7 to Í5 per ton. Sheets iron is reduced from 1% to % cents per pouud. Steel railway bars from 1% to 1 cent ixr pound. Gopp;r is reduced from 5'to2 cents per pound. ín regul&tins the duties on wheat, barley, rye, oats, etc, the duty is fixed por buahel, instead of by tlie 100 pounds, and the duty on coiU is levied by tho tou of 2,210 pounds, iustead of by the round ton. Theclassification of sugar is amended, and tho duty ranges from 2)4 to 2% cents per pound. Candy is protected by a duty of 40 per cent. The duty on silkti is roluced from 60 to 50 per cent. Woolen carpeta are rixed at 50 per cont., and voolen goods generally at the saaie rate. In couaequence of the changes from ad valorom to specific rates, it is not practicablo to state accurately the changes. Thero íb supposed to bo a general reduction of 20 per cent, in the rates, but in tbis reduction is included tho long list of articles made freo.
