Boston is a Democratie city and Georgia is a Democratie State, and the accursed qorruption and exüavagance of Democratie rule have so wrought upoii the credit of these ivnhappy communities that they are now the only two bodies politie in the country, exclusive of the United States, which can float 4 per cent. loans at par.
