Kasson, late minister to Austria, in a cornmunication printed in the last munber of the commercial reporta issued by the state deliartnient, rel'ers to the growing importance of this subject. Some two years ago, I had the honor to advise you that the condition of pablio sentiment, in this country and on this continent generally gave serioua cause for alarm to American interests. I beg now in view of the parlial tion of those fears to renew tliat declaration, and to direct attentiou to remedial and precautioiiary measures."
