Fsb. 15.- The House Committee on Public Buildings and Gronnda agreed to report favorably the bill providins: for the ection ol publio buildings at the following points: Boice City, Ia., to cost $50,000; Leavenwortb, Ke. f 109,000; Hannibal, Mo. 76,000. Argument in the stra w-bond Star Boute cases closed U-day. Col. Bliss coatended th at all that was necessary to establish was the existence of such facts as would jastify a magistrate in sending the cases to a jury. Hiñes, of coaneel for the defense, in the course of his remarkB intimated that the prosecution of his clients by the goTemment was the outgrowtb of pritate malice. Court announced that a decisión would be rendered to-morrow. February 16.- After a short executive session the anti-Polygamy bill was proceeded witb.the question being npon the eighth section, aa reported frein the judiciary committee. Mr. Vet opposed the bill. Pendleton and Brown propoeed various amendmenta whicu were voted down by decisive majorities, and after rearrangement of its eections the bill finally passed by a ma voce Tote, in which no negatiye responses were heard. In the house the conaideration of the apportionment bill was resumed, and a stormy debate followed. Varions amendments fixing the ratio of representation of varioue fiijares were ?oted down untü a vote was reached on the amendment offered by Mr. Anderson fixing the number at 825, and it was agreed te- ayes i 182, nays 104. February 19.- In the senate Mr. Kellogg introduced bilis providing for the following appropriations: For the improvement of the river rute at New Orleans, $800,000 ;imprevement of the Ouachita river f50,000; iinproviment of the Bed river, above Shreveport, f50000; improvemont of the Baou Lafourche $75,000; improvement of the Bayou Teche, $50,000; improvement of the Calcasior river f50,000; deepeninft tlie channel of the Atchafalaya river f800,000; building a lock at the mouthof the Bayou Plaquemine f250,000; building a postoffice and courthouse at Shreveport f250,000; building a court house and postoffice at Opftlousas, f250,000; building custom house and postoffice at Morgan City f150,000. In the house memorials against the treatment of the Jews in fiussia and polyiramy in Utah were presented.
